This is Mary Ellen Crampton's (Mae Heinz) sister. She married Leo Vander May and ended up out in western South Dakota.

No idea what they were celebrating as 1963 does not match up to birthday's or anniversaries.

PS. Leo was born in 1882 in the Netherlands.
